MFA has been providing a confidential client with engineering, GIS/data analytics, planning and communications services associated with their proposed private solid waste recycling and transfer facility in Polk County, Oregon. The client aims to build a fifth-generation facility that will be sensitively sited, developed with community growth and the ever-evolving waste stream in mind, and will provide long-term efficient, local solid waste services for the residents of Polk County. Polk County has never had their own solid waste recycling and transfer station, so this facility will be a significant improvement for its citizens. MFA assisted the client with a confidential market assessment, conceptual site plan development, siting of the proposed facility, helped evaluate potential sites, land use planning, and supported the due diligence effort associated with the feasibility analysis.
MFA used existing solid waste generation data to estimate potential tonnage from the surrounding waste shed; this became the basis for sizing the facility capacity. Working collaboratively with the client, we developed a facility design that would handle multiple waste and recycling streams and allow future expansion to serve growth.
MFA worked hand in hand with the client to plan and design the facility and coordinate and share information with local agencies and the community. This included developing a project website, and other communications materials, directly engaging project neighbors and the overall community, and coordinating media interviews and site visits. MFA also assisted with preparation of an operations plan. MFA is currently developing applications for state and local permits. If approved, the facility is expected to open to the public in 2027.
