Solid Waste & Recycling

Solid Waste Planning

MFA helps municipalities develop comprehensive solid waste and hazardous waste management plans. We facilitate meetings with municipalities and solid waste advisory committees and can assist with other interactions with state regulators or the public. We develop plans that fulfill both short- and long-term planning requirements.

Transfer Station Siting and Design

We help clients identify and select transfer station sites, and we provide comprehensive planning, permitting, site layout, and design support for construction at undeveloped sites or at existing facilities that are expanding.

Landfill Cell Development & Closure Design

We design landfill cells for new or existing landfill sites and provide comprehensive planning, permitting, engineering design, and construction documentation/oversight support. We provide design development—taking into account permit requirements and client preferences—that accommodates access, stormwater management, and other landfill infrastructure, including leachate- and gas-collection systems. We coordinate design with regulators and provide services related to construction oversight and documentation. MFA provides volume analysis to predict landfill closure timelines and develops post-closure use plans.

Leachate Collection and Landfill Gas Recovery

We develop plans for leachate collection and conveyance systems as well as landfill gas recovery and destruction systems. If landfill gas increases or decreases, we provide recommendations on modifications to the landfill gas flare systems.

Solid Waste Permit Compliance

We support our clients in demonstrating that they are meeting the obligations of their solid waste permits. We routinely assist clients with environmental sampling (air, groundwater, stormwater, soil), development of operations plans, evaluation of incoming wastes (waste acceptance), and development of annual financial assurance documentation.

Waste Feasibility Studies and Audits

We evaluate the types and quantities of materials that clients receive to help them decide the feasibility of developing new processes that add composting or recycling to existing facilities. We also create plans for waste processes for facilities that are being developed. In addition, we have assisted our clients in performing service audits to demonstrate that they are meeting the obligations of their franchise agreements.

Siting Studies

We perform siting studies, using data analytics to help clients evaluate transportation routes and collection areas based on collection fleet, travel routes, and available land. We prepare engineering and planning studies that support negotiations with local municipalities during the building or solid waste permit application process, and we also perform due diligence analysis to support acquisition decisions.

Stormwater Management

Our solid waste site expertise gives us specialized knowledge to help clients design industrial stormwater systems that handle the particular concerns of solid waste and landfill sites. Our services extend to helping landfill and transfer station operators develop methods for complying with stormwater permit requirements. 

Landfill Redevelopment

We use our landfill engineering and brownfield redevelopment expertise to convert closed landfills to productive use. We have repurposed landfills as sports complexes, college campuses, and new industrial facilities.

Air Permitting and Odor Solutions

Our air permitting and compliance team can assist with solid waste and recycling facilities, including providing odor impact evaluation and control solutions, supporting air dispersion modeling, demonstrating compliance with National Ambient Air Quality Standards, and helping you maintain compliance for new and existing facilities.
