Cem Gokcora has over 20 years of experience in civil engineering, including site development, utility design, stormwater conveyance and treatment design, water systems design, and compliance assistance. His areas of expertise include project management, brownfield redevelopment design, solid waste engineering, site development planning and permitting, stormwater management and construction cost estimating.

Cem Gokcora has over 20 years of experience in civil engineering, including site development, utility design, stormwater conveyance and treatment design, water systems design, and compliance assistance. His areas of expertise include project management, brownfield redevelopment design, solid waste engineering, site development planning and permitting, stormwater management and construction cost estimating. 

Cem understands how to develop site plans that optimize client objectives relative to site and regulatory constraints and has successfully permitted projects within numerous jurisdictions in Washington and Oregon. He has adeptly led and managed multidisciplinary teams, ensuring successful project delivery. Additionally, Cem provides valuable construction period services, including site inspections and contract administration. Mr. Gokcora is a civil engineer licensed in California, Idaho, Oregon, and Washington. 

A favorite project and why?  

Bridge Point I-5. Not only was it a high-profile project that included collaboration between multiple stakeholders (owner, architect, geotechnical engineer, DEQ, and the City of Portland) during design, permitting and construction, it was also a transformative experience, packed with lessons that enriched our team’s expertise in vapor intrusion mitigation design.

The major construction kicked off right at the start of the pandemic, adding an extra layer of challenge. At times, we had to track progress through on-site webcams to ensure our field personnel were ready for vapor mitigation system installation observations before each concrete pour. It was a whirlwind, but an incredibly rewarding one!
