MFA supported the Port of Everett in conducting a legal and economic value study which included examining the electoral process that must be followed for the Port to enact new boundaries and an information-gathering effort through attending and summarizing briefings with community leaders and partners across Snohomish County, including leaders from the Tulalip Tribes, County leadership, and mayors and staff from Snohomish County cities. MFA also coordinated with a survey firm to conduct a statistically significant public survey of 1,514 community members across Snohomish County. At the conclusion of these efforts, MFA developed a summary of the process and feedback received that was presented to the Port of Everett Port Commission to inform their decision to send the measure to voters for the August 2024 primary ballot.

Leading up to the August 2024 primary, MFA supported the Port in developing an informational engagement plan which included informational open houses, a postcard to all voters with information about the proposition on their ballot, and social media posts leading up to the ballot initiative. MFA also drafted press releases for election day to communicate the result.
