The third of four rambunctious children growing up in central Texas, she learned how to steer people towards more effective communication and collaboration practices from a very young age.

Her background in environmental science and public policy has helped her bridge the gap between the science and policy worlds. Hilary’s work has helped West Coast jurisdictions build stronger oil spill prevention, preparedness, and response capabilities; gain broad community support for contaminated site cleanups in the Duwamish River and Bellingham Bay; initiate policy changes at the state and federal levels to address abandoned and derelict vessels; elevate the understanding and application of green stormwater infrastructure; advance climate resiliency and mitigation practices; protect and restore species at risk, and much more.

Hilary has worked with a wide range of clients, including federal, state, and local agencies; First Nations and tribal governments and organizations; and nonprofit and private-sector entities.

In her free time, Hilary enjoys studying astronomy, volunteering as a mountain host at the Mt. Baker Ski Area, kayaking, paddleboarding, and hiking.

A favorite project and why?

The Tulalip Tribes Climate Action Strategy. Not only has it pushed me to be much more creative, but I have gained a much better understanding of how to blend western science and technical reporting with Indigeous knowledge and storytelling practices.
